Opted-in centres must submit an RS7 return to the Ministry of Education three times a year, attesting to the salary scale they’re paying their certificated teachers on. The Pay Parity module records each attestation against the relevant funding period so you have a complete history of your RS7 submissions.

The three RS7 periods

RS7 attestations are tied to three annual funding periods: The attestation due date for each period is managed centrally by the CCNZ team and shown on your Pay Parity register. The next due date is always visible so you know when your next submission is required.

Completing an attestation

Before attesting, make sure your Pay Parity register is up to date — all pay parity educators should have current reviews and no outstanding shortfalls. From the Pay Parity register, click Attest RS7 when you’re ready to record your submission. The attestation modal asks for: Salary scale — the scale you’re attesting to for this period (Base, Parity, Extended Parity, or Full Parity). This is usually the same scale your centre is opted in to, but you attest to the scale you actually paid staff on during the period. Funding period — the round you’re attesting for (March, July, or November) and the year. Attestation date — when you submitted the RS7 to the Ministry. Confirm and save. The attestation is recorded against this funding period and won’t need to be entered again unless you need to correct it.

Moratorium

If your centre is in a moratorium — a temporary transitional period while moving between salary scales — a warning banner appears on the register. The moratorium is informational only; it doesn’t prevent you from attesting.

Attestation history

All past attestations are listed in the RS7 section of the Pay Parity register, showing the period, scale attested to, and submission date. This history is also included in the ERO Evidence Pack PDF so your pay parity compliance is documented for reviewers.

The evidence pack

The Pay Parity module can generate a standalone evidence pack PDF for ERO review purposes. This is separate from the main ERO Evidence Pack and covers your salary scale configuration, attestation history, and staff pay parity summary. Generate it from the Pay Parity register using the Export Evidence Pack button.
The platform records that an attestation was made — it doesn’t submit anything directly to the Ministry. You need to complete the actual RS7 submission through the Ministry’s systems and then record it here.
